Safe, secure and affordable housing for all is fundamental to the Social Commons. This article provides a detailed and well-supported review of homelessness in Canada distinguishing between what it describes as the “old normal” as opposed to the “new normal”. Concerns include chronic homelessness, the cost of homelessness, and the expected increase in the incidence of homelessness because of COVID-19 and the ensuing recession. In this Wellesley Institute report, Scott Leon argues that to end homelessness we must address, prevent, focus, and fund. It will require efforts across all levels of government working across a spectrum of responses.
